"Yeah, there's something weird going on with how accounts are being deleted. Very few deleted accounts are being converted into tombstoned DID PLC identities, so I think Bluesky PBC have been avoiding hard identity deletions (which then also enabled them to expose that behaviour as "deactivation")."
