"Yep, I've always interpreted "Rust SemVer" as a compatible subset of regular SemVer. For comparison, Swift requires X.*.* to be fully backwards-compatible amongst all versions. Including when X = 0, which violates the MAY for 0.Y.Z, and has caused me no end of trouble dealing with package updates."
