"As someone below notes, the first year (1942) most deportations were of Jews without French citizenship. The “excuse” given by Vichy was that they would save ‘Israélites’ (French citizens) by deporting ‘Juifs’ (not French). This didn’t continue. Of the 75,000+ deported, approx 2,500 returned."
